Job Title: Counsel, Legal Department
Job Profile:
Under the general supervision of the General Counsel, the incumbent prepares legal advice and opinions for the OPEC Fund for International Development’s (OFID) policy-making organs as well as to the Director General and senior members of Management on constitutional, legal and administrative matters.
Duties and Responsibilities
Specific tasks will include:

Provides legal advice on:
- a wide range of trade finance issues, particularly matters relating to documentary credit and assignment of receivables in international trade;
- security instruments, appropriate for the particular jurisdiction, for securing loan repayment;
- legal issues relating to:
- OFID’s public and private sectors activities, including the drafting of loan and security agreements, common terms agreements, security sharing agreements, etc. and the negotiation and finalization of such drafts for signature; and
- OFID’s treasury activities, including reviewing and assessing portfolio investment management agreements, custody agreements, trust deeds, subscription agreements and tax-related matters;
- the interpretation of:
(a) OFID’s constitution, the Ministerial Council and the Governing Board proceedings and draft decisions of the two bodies;
(b) the Headquarters’ Agreement, especially with regard to privileges and immunities of OFID and its staff;
(c) the staff Rules and Regulations, personnel policies and administrative matters including the Retirement and Medical Plans.
- Prepares and up-dates the basic legal documents in use by OFID as well as frequent updating of information in the MIS.
- On instruction, conducts research on legal developments and trends that might impact OFID’s public and private sector activities.
- Discharges such other assignments as may be required by the General Counsel from time to time.
Qualifications and Experience
- LLM or Juris Doctor, with specialization at postgraduate level in Banking, Project Finance or any other commercial law subject.
- A minimum five years experience in law practice preferably in a law firm or a financial development institution, including a minimum three years of service at an international organization.
Skills and Competences
- Excellent command of written and spoken English. Short-listed candidates will be required to write a paper in substantiation of legal knowledge as well as of ability to write in English. Good presentation skills are also required.
- Good working knowledge of French, Spanish or Arabic is an asset.
- Computer literate with practical working experience with Windows, Excel, and other relevant software packages.
- Ability to work with people of different nationalities and cultural background.
